House Bill 183 passed the Illinois House and Senate and has been amendatorily vetoed by Governor Quinn (as of July 9, 2013). It is widely predicted that legislature will override his changes and re-approve the bill as originally passed. The law as originally passed includes the following:
The law regulates possession, licensing, registration and transportation.
The law provides for uniform regulation state wide (no additional local regulation allowed).
The law allows for regulation procedures to be implemented within 180 days of enactment.
The law establishes the Illinois State Police as the processing agency for applications.
The law establishes a Concealed Carry Licensing Board to rule on eligibility objections.
